KATHMANDU — The Supreme Court issued an interim order, asking the Nepal Electricity Authority (NEA) on Tuesday not to allow its employees promoted recently to the sixth level to assume work for the time being.
A division bench of Justices Om Prakash Mishra and Dilip Kumar Karki said the promotion process was against the NEA’s regulations.
Earlier on July 16, 2014, the NEA had provisioned through an amendment to the NEA Employees Service by-law that an employee was required to pass technical examinations of the concerned subject for promotion to the sixth level.
The regulation, however, had provisioned that employees, who had entered the NEA service before 2071 B.S., would be eligible for promotion to the sixth level even by producing School Leaving Certificate (SLC).
Under this provision, the NEA recently promoted a dozen employees to the sixth level just three months after the NEA’s regulation was amended against the provision that the regulation would come into effect only after one year.
However, NEA’s employee Sachita Nanda Maharjan filed a writ petition at the Court, stating that the NEA’s amended regulation contradict with the constitution and other various principles related to this subject. RSS
