KATHMANDU —  The work of establishing specialized research centers in all seven provinces for developing science and technology has been initiated. The work of establishing specialized research centers in all seven provinces has been started to bring scientific research to the provincial level. 

Nepal Science and Technology Institute (NAST) established a specialized research center for the green mountain economy in Gandaki province (November 16th) a few days ago. A specialized research center for urban development and the environment was established in the University of Agriculture and Forestry premises at Rampur in Chitwan (July 16).

NAST Vice Chancellor Dr. Sunilbabu Shrestha said that as the country moves to a federal structure, NAST will also open one/one specialized research centers in each province to take its activities to the local level.

“We will open a specialized research center to address local needs and possibilities by focusing on one theme. We believe that these centers will help in the development and prosperity of the country,” he said. 

According to him, the establishment of a specialized research center for food and agriculture in Province 1, Chure conservation and development in Madhesh Province, urban development and environment in Bagmati Province, mountain green economy in Gandaki Province, traditional technology in Lumbini Province, information and communication in Karnali Province, and research on herbs in Far West Province. The work has been carried forward.

He said, “We have proceeded with discussions and consultations with subject matter experts and local government representatives as well as relevant stakeholders to establish a specialized research center by prioritizing the potential in the field.”

He said there are many such specialized research centers and excellent research centers in the neighboring countries of India and China. According to him, the National Chemical Laboratory of the Council of Scientific and Industrial Research in Pune, India, has been established to develop technology for chemical and related industries.

He said, “We also need such research centers. Skilled scientific manpower will be developed from research centers established in each province, providing opportunities for study and research for young Nepali scientists. 

According to him, specialized research centers to be established in the province will contribute to the overall development and prosperity of the nation. He believes that the service of a specialized research center opened in one province will be provided by the relevant specialized research center if necessary in other provinces, so there will be no ‘duplication’ in work, and the cost of performance will also be reduced.

Construction of necessary physical structures for such research centers to be opened in all seven provinces is underway. It is said that budget arrangements are being made for this work in collaboration with local educational institutions, local government, and scientific research institutions.  

Regarding human resources, there are preparations to send seven/seven human resources to each province from the posts in NAST. He said, “These human resources include scientific and administrative human resources.”

A management committee will be formed at the provincial level to monitor and guide the research center. It is said that experts in that province will be represented in the committee.

What is a specialized research center? 

A specialized research center conducts research focusing on a specific type of study, research and development work on a specific topic. In this, the center concentrates on certain topics, fulfills the needs of the society through study and research, solves problems or develops services and goods to guide the society towards prosperity through research and technology.

This type of research center conducts diverse studies and researches on assigned topics. Dr. According to Shrestha, such research centers are not leading to research on various topics. After doing excellent work in your subject, if you meet the specified criteria, you can convert it into the best research center (Center of Excellence) of the related subject.
